Tour Operator Contracts: Your Rights When Plans Go Awry

MOSCOW, March 5 - Russian travelers have a clear legal right to cancel or alter their package tour contracts if the fundamental conditions of the trip change unexpectedly, according to a key parliamentary official. Sangadzhi Tarbaev, head of the State Duma Committee on Tourism, clarified the rule in an interview published Friday.
"When circumstances shift dramatically from what both parties assumed at the time of booking, tourists can legally demand the contract be terminated or its terms adjusted," Tarbaev told Parliamentary Gazette.
He acknowledged that major Russian tour operators are currently prioritizing assistance for travelers already abroad or at airports, working to rebook flights and hotels where possible. For those with imminent departures, companies are mainly offering tour cancellations or rescheduling to alternative destinations.
A significant uncertainty remains for trips scheduled after March 8. Tarbaev advised that refunds or changes for flights are only possible if the carrier has officially canceled the service. His recommendation for tours departing after March 8-9 is to wait at least three days before making any cancellations, as the situation may become clearer.
