Thailand to Open Airline Baggage Without Passenger Consent Under New Security Rules

Thailand's airport special control service began opening passengers' checked baggage without their permission on October 16, under new rules from the Civil Aviation Authority of Thailand (CAAT).

The measure, announced by the CAAT on August 12, 2026, is intended to improve flight security in line with international standards and practices used in many countries.

Inspections are not blanket checks. They will be carried out only when X-ray equipment detects suspicious items or objects that could affect flight safety.

Baggage will be opened in a designated room, with photographs and evidence logged at every stage so it can be traced who conducted the check and what was found. Passengers will be told after the inspection that their baggage was examined under established procedures.

The CAAT recommends passengers use locks that meet international standards, such as TSA locks, which security staff can open with special tools without damaging the bag. The announcement did not say what happens to non-standard padlocks or built-in locks that fail to meet that standard, or to plastic luggage wrap paid for before check-in.

Passengers arriving in Thailand from 00:00 Bangkok time on October 16, and on all subsequent days, are advised to obtain suitcases or padlocks with TSA-standard locks. The CAAT said passengers who encounter problems or suffer damage from the new controls can file a complaint through their airline or via the complaint mechanism on the CAAT website.
