Strong Ruble, Weak Demand: Russians Look Abroad as Domestic Tourism Stalls

Russian tour operators are reporting a surprising slump in demand for domestic holidays, even as the national currency strengthens. Ilya Umansky, President of the Russian Union of the Tourism Industry, shared the industry's concerns in a recent interview.

Umansky pointed to two primary issues. First, he cited a lack of quality options within Russia. While the government has prioritized developing the hospitality sector, major new hotel programs aren't expected to yield significant results until 2028 or later. For now, operators say they've hit a ceiling on what they can offer.

The second factor is purchasing power. A robust ruble, paradoxically, is making international trips more appealing. 'Unfortunately, a strong ruble does not help domestic tourism,' Umansky noted. 'In many cases, foreign packages are simply more attractive.' He predicts 2026 travel figures will stagnate at last year's levels.

This trend follows reports that Russian hotels have maxed out their ability to raise prices. Independent analyst Yakov Adamov found that the growth in room rates is now outpacing actual demand, as the overall flow of tourists slows. The data suggests Russians are weighing their options and, when possible, looking beyond their borders.
