Russians Remain Top Foreign Buyers in Turkey's Property Market, Despite Cooling Demand

ANKARA — Russian citizens were the leading foreign purchasers of Turkish real estate in 2025, maintaining a trend that began in 2022. According to data reviewed by RIA Novosti, they bought 3,649 properties last year, a significant lead over other nationalities, though this figure represents a 25% drop from 2024's 4,867 transactions. The peak was in 2023, with over 10,500 purchases.

Ankara-based property expert Hakkı Çetin explained the enduring appeal. "For Russians, Turkey is one of the few markets where a property purchase addresses investment, residence, and capital preservation all at once," he told RIA Novosti.

Çetin cited several persistent factors. Prices in Turkey, even with inflation, are more accessible than in most European countries. The potential for rental yield, particularly in tourist hubs and major cities, remains strong. He also emphasized the predictability of Turkey's legal procedures, describing the buying process as transparent with clear title registration.

A major incentive is the path to residency. Although the government raised the minimum investment threshold for a residence permit from $75,000 to $200,000 in major cities in late 2023, the mechanism itself is straightforward. This transforms a property into both an investment and a potential migration tool.

"You have consistent rental demand from tourists and long-term relocators, coupled with limited new supply in some areas," Çetin noted. This combination of liquidity, clear rules, and perceived economic stability, he argues, continues to make Turkey a rational choice for Russian buyers navigating global uncertainties.
