Russia Sets First-Ever Rules for Tourist Trains, Effective March 1

Russia is formalizing its booming tourist rail sector. For the first time, the Ministry of Transport has issued specific regulations governing 'hotels on wheels,' with the new rules taking effect March 1, 2026.
The order clarifies the unique nature of these cruise trains, which offer themed carriages and built-in excursion schedules. A key provision states that a ticket is valid only for the continuous journey on the specific train it was purchased for. Passengers cannot disembark for extended stops and rejoin later, nor can they voluntarily cut their trip short and resume travel on a different train following a similar route.
Enforcement protocols are also outlined. Travelers who disrupt public order can be removed from the train without a refund. However, the rules offer protection for minors: crew are prohibited from ejecting unaccompanied children under 16, even if they are found without a ticket.
The move comes as the industry seeks stability. In a separate development highlighting the sector's volatility, Scotland's popular 'Hogwarts Express' service, operated by West Coast Railways, has ceased operations. The company has released no schedule for 2026, grounding a train that previously carried about 70,000 fans annually.
