Russia's New Rail Rules Offer Lifeline to Stranded Tourists

MOSCOW, Feb 28 – A new set of regulations for Russia's tourist trains introduces a passenger-friendly provision for those who miss their departure. Starting March 1, 2026, a traveler who misses their scheduled tourist train will, for the first time, have a clear option: they can catch up to it at a later stop and board to continue their journey on the original ticket.
The Ministry of Transport confirmed the rules, which formally establish standards for a previously unregulated sector of rail travel. The comprehensive document covers ticket sales, refunds, boarding, onboard services, and excursion programs.
"If a passenger is left behind or misses the train's departure, but later independently reaches the next scheduled stop, that passenger is allowed to board the train to continue the trip," the rules state. This offers a practical solution for tourists who might be delayed during an excursion or simply run late. However, no refund is given for the leg of the journey missed.
The flexibility has clear limits. A passenger who voluntarily disembarks and chooses not to continue cannot resume travel on a subsequent train using the same ticket. The policy is specific to rejoining the original train. The ministry clarified, "If you got off for a tour and fell behind the group, you cannot continue from that station on a different train. But if you independently catch up to the same train, you can resume your trip in it."
Full refunds for the unused portion of a ticket are reserved for passengers forced to disembark due to a medical emergency, minus certain service fees. The new order brings long-awaited structure to Russia's growing tourist rail industry.
