Russia Rolls Out First-Ever Rulebook for Luxury Tourist Trains

A new era for rail tourism in Russia began on March 1, as the country's first dedicated regulations for cruise trains took effect. The order, signed by the Ministry of Transport in July 2025, formally defines these excursions as "hotels on wheels," where the journey itself is part of the destination, featuring itineraries built around expeditions to historical sites.
The rules allow for specialized theme cars to be added to the train, provided they don't obstruct passenger movement. However, they also set clear limitations for travelers. Passengers cannot arbitrarily extend their journey with unscheduled stops, and a ticket is void if someone leaves the tour mid-route; it cannot be resumed on a later train.
Tour guides and staff are granted authority to remove disruptive passengers without a refund for violating public order. The regulations include a specific safeguard: crews are prohibited from ejecting unaccompanied children under 16 found on board without a ticket.
This move to formalize the luxury rail sector follows other recent tourism initiatives. As reported, a new hospitality standard for foreign guests will require Russian hotels to adapt services for cultural and linguistic differences, starting June 1. Together, these steps signal a coordinated effort to structure and elevate Russia's high-end travel offerings.
