Russia Eases Transition to Digital Freight Documents

In a move to support businesses, Russian President Vladimir Putin has approved a temporary reprieve from penalties for carriers transitioning to electronic freight documents. The new requirement, which takes effect on September 1, 2026, mandates the use of digital documents for transporting goods. However, for the first six months, violators will only receive verbal warnings, rather than fines. This decision comes after Transport Minister Andrey Nikitin proposed the idea, citing the need for electronic documentation to track cargo movements across the country. The shift to digital is expected to provide a more accurate picture of the industry's operations. Notably, paper documents will still be allowed for special cargo, international transactions, and personal shipments. The decision follows appeals from Russian food producers, who had requested a two-year delay in implementing the electronic documentation system, citing concerns that it would lead to losses and impact food security. They argued that the digital system's reliance on internet connectivity poses problems, particularly for perishable goods like bread, which could result in losses and sanctions for suppliers.
