Russia and Belarus Sign Tourism Memorandum, Plan Joint Routes

RIA NovostiFriday, September 18, 2026

Russia and Belarus have signed an interdepartmental memorandum on tourism cooperation and agreed on a roadmap for a new two-year period, according to a statement from Russia's economic development ministry.

The fourth meeting of the Union State tourism working group took place in Zavidovo, Tver region. The main topic was the creation of joint tourist routes. Participants approved unified criteria: routes must cross both countries and have a thematic focus.

A pilot car route along the M-1 "Belarus" highway is being prepared, covering Moscow, the Moscow and Smolensk regions, Orsha, Borisov and Minsk. The proposed name is "Between Two Capitals: Along the Road of the Union State." Belarus is to prepare a route passport listing attractions, accommodation and dining spots within two months, with an expert council to review and approve routes.

Deputy Economic Development Minister Dmitry Vakhrukov said mutual demand for travel between the countries must be supported, citing an agreement on mutual recognition of third-country visas and a bill creating favorable conditions for tour operators working on the Belarusian route.

In the hotel sector, Russian chains already operate in Belarus while others are considering entering the market. Belarus plans to make accommodation classification mandatory from January 1, 2027, and Russia is ready to share its experience.
