MOSCOW, Feb 28 – Travelers planning a scenic rail tour across Russia will see new regulations starting next year, but the Ministry of Transport has confirmed these changes will not impact regular train services. The ministry moved to clarify the scope of its upcoming order, set to take effect March 1, 2026, which establishes the first dedicated legal framework for tourist railway transportation.

The new rules are designed specifically for the growing market of leisure-oriented rail journeys, providing clear guidelines for tour operators and passengers. Officials emphasized that the framework applies only to trains classified as tourist services, which include retro and cruise-style trains, as well as themed journeys on special routes.

"It is essential to understand that these innovations concern only tourist trains," a ministry representative stated. "The regulations for regular long-distance and commuter trains remain unchanged."

The ministry described a tourist train primarily as an excursion and entertainment service, distinct from practical regional transport. Tickets for these experiences can be purchased either as part of a packaged tour or separately for the journey itself. The move aims to bring structure and transparency to a niche but expanding sector of the travel industry, without altering the rules governing everyday rail travel for millions of passengers.
