Montenegro to Require Visas for Russian, Belarusian, Chinese, Saudi, and Turkish Visitors Starting November

Montenegro is shaking up its entry rules. Starting November 1, travelers from Russia, Belarus, China, Saudi Arabia, and Turkey will need a visa to visit the Balkan nation. The move brings the country's visa policy in line with the European Union's, according to an announcement from Montenegro's Foreign Ministry.

The decision, made on July 23, 2026, updates the government's earlier visa decree. Citizens of those five countries previously enjoyed visa-free travel to Montenegro. Now, they'll have to apply for a visa before arriving. The ministry stressed the change is purely about aligning with EU standards — part of Montenegro's long-running effort to join the bloc.

For travelers from those nations, the new requirement means extra paperwork and planning ahead. Tourism operators in Montenegro may feel the shift: Russians and Turks, in particular, have been a steady source of visitors. But for now, the government is signaling that EU harmonization takes priority. The policy takes effect in just over three months, giving affected visitors time to adjust.
