Kuban Extends Tax Breaks for Resort Investors Through 2030

Investors pouring money into Kuban’s resort industry just got a longer runway. Regional authorities announced Tuesday that tax incentives for tourism-related projects will now remain in effect until the end of 2030. The move, approved during the 85th session of the regional legislative assembly, was pushed by Governor Veniamin Kondratyev and received unanimous support from lawmakers.
The tax breaks, first introduced in 2022, apply to property built or acquired as part of an approved investment project. The relief is structured over up to ten tax periods: a 99% reduction for the first five years, followed by 75% and then 50% in subsequent years. Currently, 12 projects are benefiting from the program, with sanatorium and resort facilities underway in Novorossiysk, Gelendzhik, Sochi, Anapa, Ust-Labinsk, and Temryuk districts.
Starting next year, the incentives will expand to cover projects valued at over 3 billion rubles. Eligible developments include four- and five-star hotels, medical-licensed sanatoriums, and renovations of existing sanatoriums or cultural heritage sites. Officials say the extended timeline gives investors the confidence to commit to large-scale, long-term tourism infrastructure in the region.
