Dubai Tourism Chief on Russian Travelers: 'We Welcome You'

Dubai's tourism chief, Issam Kazim, has welcomed Russia's decision to resume package tour sales to the UAE, saying it will boost visitor numbers and create more travel opportunities. In an interview with RIA Novosti, Kazim confirmed that direct flights between Russia and Dubai are expanding due to steady demand, with several Russian cities now connected to the emirate.

On hotel discounts, Kazim said Dubai operates in a dynamic pricing environment. While some segments haven't fully recovered, many hotels are offering flexible booking terms, room upgrades, dining deals, and long-stay packages to add value for guests.

Kazim also discussed tech initiatives, including a new Centre of Excellence with Amadeus and a Travel Tech pavilion at ATM 2026, set for September 14-17. He emphasized AI-driven personalization, better transport solutions, and unified digital platforms as key future developments.

On dining, he noted 119 Michelin-recognized restaurants in Dubai representing 35 cuisines, including venues by Russian chefs Vladimir Mukhin, Dmitry Blinov, Vladimir Chistyakov, and Alexander Loshchinin, alongside global names like Gordon Ramsay and Nobu Matsuhisa. Locally created spots like Orfali Bros and Trèsind Studio have also earned international acclaim.

Asked about leadership lessons, Kazim stressed consistency, adaptability, and maintaining service quality during crises. He said Dubai wants Russian tourists to see it as a city that reveals something new with each visit, remaining safe, open, and welcoming in 2026 and beyond.
