Anapa’s $700 Million Mega-Resort Set to Open by 2031

A massive new resort complex is coming to Anapa, with a price tag of 60 billion rubles. Project director Vladimir Kovalev told reporters that the development, called “Luchi,” will transform the Black Sea city into a year-round destination.

The multi-functional complex is a joint venture between ADM Group and Vertikal Invest. Spread across 32 hectares, it will feature nine four- and five-star hotel complexes capable of housing 7,500 guests. Major operators including Alean, Azimut, Cosmos, and Domina will manage the properties. Private investors are also welcome, with apartment units starting at 17 million rubles for a 27-square-meter space.

The project is part of Russia’s integrated territorial development program. Construction will roll out in phases, with completion targeted for 2031. Beyond hotels, plans include a congress hall, a medical center, educational facilities for children and teens, and a 30,000-square-meter water park open to the public. Developers are considering moving the water park from the third phase to the second. A promenade with an artificial canal—18 to 19 meters wide—will lead to an outdoor stage seating 2,000 people.

Kovalev highlighted that the resort aims to shake Anapa’s image as a simple summer destination for families. The city welcomed 5.5 million visitors in 2024, before an oil spill. Officials project tourist numbers will exceed 6 million by 2030. In March, Deputy Prime Minister Vitaly Savelyev stated that only 10 percent of the fuel oil remains on Anapa’s beaches, which are set to reopen in June.
